Olivet, EPA to meet about asbestos concerns
Officials from the company overseeing redevelopment of the former Harlem Valley Psychiatric Center and the U.S. Environmental Protection Agency are scheduled to meet today to discuss alleged asbestos violations and a plan to re-start work at the property.
The EPA issued a stop-work order after a two-month investigation revealed Olivet Management LLC allegedly failed to follow procedures outlined in the federal Clean Air Act during renovations of the sprawling campus it bought in August from the Benjamin Companies.

EPA Regional Administrator Judith Enck said in a written statement Tuesday, “By stopping work at The Olivet Center, EPA has taken action to protect the health of workers at the site and nearby residents.”
However, Olivet says it has been complying with an earlier state Department of Labor order and that no work has been going on at the site for several months.
Olivet spokeswoman Anna Oh said in a written statement, “Olivet is proceeding in full compliance with the law and is in communication with all relevant agencies throughout this whole process.”
Olivet has said it plans to turn the 503 acres into an educational facility for San Francisco-based Olivet University, a small Christian college, as well as a place for information technology and research and development.
The EPA said it was notified by the state Department of Labor of potential concerns with asbestos work several months ago.
On Oct. 31, the labor department shut down what it deemed to be an asbestos project there, according to Journal archives.
On Nov. 4 and 5, inspectors from the EPA, the state and federal departments of labor and the federal Occupational Safety and Health Administration visited the site, after allegedly being refused access three days earlier, the EPA said.
